Currently Focussed fury, HIR are easily the best choice for special or energy weapon. On special Vorpal is even better. They DONT require any special requirement to activate. Bait and switch needs a "Requirement" to be activated. I think HIR , Focussed fury and Bait and switch are all 20%.
